      What to build

Three changes in the Counselling module:

      1. Keep "Submit" and "Next" buttons in the counselling module.
      2. Show on the beneficiary card how many counselling sections are completed out of all sections.
      3. Allow consent to be changed from No to Yes later, which re-opens the counselling form.

      Where

Counsellor login → Confirmed TB Cases → beneficiary card → Counselling

      What exists today

      • STOP-241 (Done): consent question, Reason for refusal, Sections A to E, Section E Impact Assessment, family member button.
      • STOP-240 / STOP-207 (Done): counselling status on the card (Start Counselling / Counselled).
      • STOP-210 (Done): sections locked after submission.
      • STOP-434 (Pending QA): "Select All" per section.
Not covered: Submit + Next buttons, sections-completed count, and changing consent from No to Yes.

      Requirement (as per PRD)

      1. Buttons
"Keep 'Submit' and 'Next' button for counselling module."

      2. Sections completed on the card
"Also how many sections of counselling have been completed out of all modules should be visible on the beneficiary card."
Sections are: A Disease Awareness, B Do's and Don'ts, C Government Schemes, D Treatment Regimen, E Impact Assessment. Example display: "3 of 5 sections completed".

      3. Consent change
"If a beneficiary initially declines counselling (consent = No) but later agrees, the consent can be changed to Yes, which re-enables the counselling form for completion. Once the counselling form is completed, neither the consent status nor any responses in Sections A–D can be modified (locked / read-only)."

      Checks

      1. In each counselling section, both "Submit" and "Next" buttons are shown.
      2. Given I complete Sections A and B, then the beneficiary card shows 2 of 5 sections completed.
      3. Given all 5 sections are completed, then the card shows 5 of 5 and status "Counselled".
      4. Given consent = No (status "Refused"), when I change consent to Yes, then Sections A to E open for completion.
      5. Given the counselling form is completed, then consent and Sections A–D cannot be changed.

      Questions to confirm

      1. What does "Next" do – save the current section and open the next one, or only move without saving?
      2. When the form is completed, the PRD locks Sections A–D. Should Section E (Impact Assessment) stay editable?
