Removing Van Chain & Implementing Facility Hierarchy:
In the Provider Admin module, the current HWC Application configurations completely dependent on the concepts of MMU (like Service point, parking place, and Van mapping to facility), but generally these are not required.

There is a need to investigate the db relationships with HWC Facility verses Van mapping and remove the dependency of MMU concepts.
