What to build
Enable the "follow-up" button on every household member card for both the Counsellor and the Surveillance Officer role.

What exists today
STOP-241 and STOP-394 (Done) built the Members button and the follow-up button for the Counsellor. No ticket covers the Surveillance Officer role.
Requirement (as per PRD)
"Whenever clicked on Confirmed case card >>> click on 'members' button >>> cards of HH members open up with their TB screening button >>> On every HH member card give a 'follow-up' button >>> On clicking follow up button >> TPT module and follow-up. This follow-up button will be enabled for Counsellor and Surveillance Officer role."

Checks
- Given I log in as Surveillance Officer, when I open a confirmed case card and tap "Members", then each household member card shows the "follow-up" button.
- Given I tap "follow-up" as Surveillance Officer, then the Contact Follow-Up / TPT module opens with the same fields the Counsellor sees.
- Counsellor behaviour is unchanged.
Questions to confirm
- "Surveillance Officer" is not listed in the PRD roles (2.1 / 9 RBAC lists Registration Officer, Nurse, Counsellor, Lab Technician). Does this role already exist in the app, or must it be created? If created, what other modules can it access?
