What to build
In the Non Household (Non HH) section, ask "Place of current living" before the beneficiary registration form opens, and give a button on the Non HH beneficiary card to link the beneficiary to an existing HH or create a new HH.

What exists today
STOP-140 (Done) built the Non HH list, the "No HH" flag (cross on the home icon), and linking to an HH from the Beneficiary Card edit screen. The fields and button below are not built.
Requirement (as per PRD)
1. Place of current living
Ask this question before the Beneficiary registration form opens (or as the first question at the top of the form).

Once this is completed, the beneficiary registration form opens and captures all the individual details.
2. Button on the Non HH beneficiary card
On the Non HH ben card, give a button with two options:
- Link to an existing HH
- Create a new HH
When the beneficiary is linked or a new HH is created, the card moves to the HH list.
Checks
- Given I tap Add Beneficiary in the Non HH section, when the screen opens, then "Place of current living" is asked first with all 17 options.
- Given I select "Other", then the "Other places" textbox appears and accepts up to 200 characters.
- Given I select any of the 7 institution options listed above, then "Name of the institution" appears.
- Given any other option is selected, then neither extra field is shown.
- Given a Non HH beneficiary card, when I tap the new button, then I can choose "Link to an existing HH" or "Create a new HH".
- Given the beneficiary is linked or a new HH is created, then the card moves to the HH list.
Questions to confirm
- Is "Place of current living" mandatory? Is "Name of the institution" mandatory when shown? (PRD does not say.)
- Should "Place of current living" be a separate screen before the form, or the first question on the form? (PRD allows either.)
