The Link Household button is not consistently displayed in the application. It appears intermittently for the same flow and conditions, causing confusion for users.

Steps to Reproduce:

1. Login to the application
2. Navigate to the Household / Family section
3. Observe the Link Household button
4. Repeat the flow multiple times.

Actual Result:

• The Link Household button appears sometimes
• In some cases, it is not visible at all under the same conditions

Expected Result:

• The Link Household button should be consistently visible based on defined conditions
• Behavior should be predictable and not intermittent
