Implement a filter with a "Years" dropdown and a sub-filter to sort beneficiaries by CBAC Form status (screened, not screened, All) in the eligible list.

Acceptance Criteria:

1. A "Years" dropdown is available to filter beneficiaries by the  Calander year.
2. A sub-filter is to be sorted beneficiaries by CBAC Form status (screened, not screened, All).
3. The selected year filter should dynamically update the sub-filter results based on the chosen Calendar year.
4. Filter selections should be retained when navigating between screens or lists.
5. UI should remain consistent and intuitive, with clear filter options.
