Reinstate Mitanin Trainer to ANM dependency for all four Mitanin Trainer activities

      Background

      Per BRD Revision 4 (Section 20.5), the independent-review model from Revision 2 no longer applies to the Mitanin Trainer's four named activities (cluster meeting, VHSNC meeting, and both register-filling activities).

      Requirement

      None of the Mitanin Trainer's four activities are actionable on the ANM's screen until the Mitanin Trainer has approved or rejected them individually. Until then, each either does not appear on the ANM's screen, or appears without a checkbox. Once the Mitanin Trainer acts on one, it appears on the ANM's screen as an unticked, actionable item, tagged Overdue already if the Mitanin Trainer's action happened past the 5th (see FLW-1169 / Section 20.2). No fixed time limit applies to either role's action.

      Affected screens/modules

      ANM monthly claim screen (activity visibility logic), Verify/Reject API (precondition check against Mitanin Trainer's per-activity status, all four activities, not just meetings).
