Reintroduce Overdue as a non-blocking tag for both Mitanin Trainer and ANM

      Background

      Per BRD Revision 4 (Section 20.2), Overdue needs to exist as a status tag on both the Mitanin Trainer's and the ANM's dashboards, not just the ANM's, and it must never block action.

      Requirement

      • Mitanin Trainer: any of her four activities not yet actioned by her past the 5th of the month is tagged Overdue on her own dashboard. This is new; she has no Overdue concept today.
      • ANM: an activity not yet actioned by her past the 5th of the month is tagged Overdue on her dashboard (existing behavior per original BRD Section 13.1, confirm this is restored and stays non-blocking).
      • In both cases, Approve/Reject remain fully available regardless of the Overdue tag. The tag is informational only, never a gate.

      Affected screens/modules

      Mitanin Trainer dashboard (new Overdue tile), ANM monthly claim screen (Overdue module, confirm non-blocking).
