Current logic:
ASHA must complete both the 3-month and 6-month HBYC visits before becoming eligible for a single Rs. 50 incentive claim per case, claimed in the month of the 6-month visit. This is effectively a one-time payout gated on completing two visits.
Business rule conflict, verified by BSA:
The Dawa Patr (official incentive rate document) specifies this as a per-home-visit incentive, not a one-time payment after two visits are done. Confirmed by BSA and separately by PADA, the incentive is meant to generate per visit.
Required change:
Change the incentive logic so ASHA is paid Rs. 50 for every HBYC home visit completed (3, 6, 9, 12, and 15 months), rather than a single payout gated on completing the 3-month and 6-month visits together.
Retain: the existing twins rule. In case of twins (two or three babies), this incentive applies per baby, this should carry over unchanged under the new per-visit logic.
Scope: Chhattisgarh (CG) only, per the current mapping. Confirm if Assam or other states use a different activity code/logic for this same visit set before extending this change elsewhere.
