Digitise the monthly Mitanin incentive verification workflow for Chhattisgarh by introducing two roles, the Mitanin Trainer (activity-level review of four named activities) and the ANM (final month-level approval), replacing the single-actor Supervisor-only model the Mitanin app used previously.

Standalone module, distinct from the Utprerona ASHA Supervisor Incentive Verification module (FLW-769), though it reuses several of that module's screens and patterns (category accordion, whole-month Verify/Reject, audit log shape).
