StopTB_Admin_Issue in Bulk User Upload

      1. Issue in Bulk user upload _ Inserting a space in the username, while our application does not allow spaces in the login.
      2. If we upload a sheet of 72 users, 42 are uploaded and 30 fail due to a format issue. We fixed the format issue and tried uploading the same sheet again. It's throwing unexpected errors.
      3. With in the server Usernames should be unique, currently with different States / provider same Usernames are allowed. Ex: same Usernames are allowed in multiples States,
