      Implement backend support for a multi-tenant healthcare facility hierarchy (DH → CHC → PHC → SC) with user–role–facility mapping, while keeping all existing inventory operations unchanged.
      Healthcare mappings will be optional and backward compatible, including village-level coverage for ASHA users.
