      As a Volunteer
      I want to generate an ABHA ID for a beneficiary who doesn't have one
      So that their record is linked to India's national health account system

      Acceptance Criteria

      • [ ] ABHA API client integrated with OTP-based registration
      • [ ] Entry point 1: Side-drawer "Create ABHA ID" option (STOP-1)
      • [ ] Entry point 2: Beneficiary-card CTA when ABHA ID is empty (STOP-2)
      • [ ] Error handling — surface meaningful errors; allow retry; queue via sync (STOP-15) if offline
