Handle door-locked houses during HH registration: let the field team save a partial HH record, flag it as "door lock", list it separately, and complete it later.

What exists today

STOP-144 (To Do, 2.4) has a one-line description only. This ticket gives the full PRD detail. Close or link STOP-144 as needed.

Requirement (as per PRD – Scenario 4)

1. Give a checkbox on top of HH registration for door-locked houses.
2. When the checkbox is ticked, the user can fill whatever details the field team can collect from neighbours.
3. In only these cases, allow Submit even if mandatory fields are not filled.
4. On submit, add the HH to a separate "door lock" list.
5. Show a door lock badge / icon on such an HH, with the date of visit.
6. The field team can open these cases directly from the door lock list and fill all details (especially mandatory fields) later, when the family is available.
7. Once the door lock HH registration is completed, move the case to the HH card (HH list) and show all the members in the All Beneficiaries list.

Checks

1. Given the door lock checkbox is ticked, when I submit with mandatory fields empty, then the HH is saved.
2. Given the checkbox is not ticked, when I submit with mandatory fields empty, then submit is blocked as today.
3. Given a door lock HH is saved, then it appears in the door lock list with the door lock badge and the date of visit.
4. Given I open a door lock HH from the list, then I can fill the remaining details.
5. Given all mandatory details are now filled and submitted, then the HH moves to the HH list, the door lock badge is removed, and its members appear in All Beneficiaries.

Questions to confirm

1. Where should the door lock list be accessed from (Home card, filter on HH list, or tab)?
2. When a door lock HH is completed, should the user untick the checkbox, or should the app detect that all mandatory fields are filled?
3. If the house is visited again and is still locked, should a new date of visit be recorded?
