US-CXR-013: Create New Order from Closed Order

      As an authorized user, I want to create a new Chest X-Ray Order ID from a previously closed order, so that the beneficiary can undergo another Chest X-Ray when clinically required.

      Acceptance Criteria:

      1. Closed orders shall remain visible on the beneficiary record/card.
      2. The system shall provide a "Create New X-Ray Order" option.
      3. Selecting the option shall generate a new unique Order ID.
      4. The new order shall be associated with the current Visit ID where applicable.
      5. The new order shall have status Pending.
      6. The previous closed order shall remain unchanged.
      7. The system shall maintain the complete test history.
