      Problem

      Diagnostic orders are failing due to a conflict between order IDs and result IDs coming from multiple offline servers.

      Impact

      Orders created via manual entry are not being processed correctly when multiple offline servers generate overlapping/conflicting order IDs and result IDs, blocking the manual entry order flow.

      Priority Justification

       This breaks manual entry order creation in offline-server scenarios.
