In the new HH registration, make "Last Name" and "Mobile Number" mandatory.

Give a mobile number not available checkbox in the HH registration form if mobile number is not available. The user just needs to click on it. On checking the box, "9999999999" should be managed in the backend as mobile number field populated is important but no need to show in front end. In the UI keep it blank.
