A beneficiary who has already been referred for Digital Chest X-Ray is still showing the “Refer for X-Ray” button.

The system is not maintaining the referral state correctly, allowing the user to re-initiate referral for the same beneficiary.

Steps to Reproduce:

1. Refer a beneficiary for Digital Chest X-Ray and True Nat
2. Wait for next day / relaunch app / sync data
3. Navigate to Digital Chest X-Ray list and True Nat List
4. Observe the same beneficiary

Expected Result:

• Once a beneficiary is referred:
  • “Refer for X-Ray” button should not be visible
  • Status should reflect Already Referred / In Progress / Completed
  • User should not be able to refer again

Actual Result:

• “Refer for X-Ray and Sputum” button is still visible
• Referral status shows Pending, but action allows re-referral
• User can potentially create duplicate referrals
