The "Mark RIF Complete" and "Retry RIF Result" buttons are not functioning as expected in the Referral module.

• On clicking "Mark RIF Complete", the system should initiate the process to fetch the RIF test result from the device/server.
• On clicking "Retry RIF Result", the system should retry fetching the RIF result in case of failure or delay.

Steps to Reproduce:

1. Navigate to Referral module.
2. Go to Truenat Card.
3. Go to any beneficiary.
4. Identify a record where:
   • "Mark RIF Complete" button is visible OR
   • "Retry RIF Result" button is available.
5. Click on either button.

Expected Result:

• Mark RIF Complete: Should trigger result fetching process and update status accordingly.
• Retry RIF Result: Should retry the API/process and attempt to fetch result again.
• Proper loader or feedback should be shown to the user.

Actual Result:

• Buttons are clickable but no action is performed.
• No response, status change, or system feedback observed.
