When the user clicks the Submit button without entering a value in the Reason for Refusal field, validation is triggered (expected).

However, after that, when the user starts typing in the Reason for Refusal field, the system automatically triggers the Submit action after entering just one character, without the user explicitly clicking the Submit button again.

Steps to Reproduce:

1. Navigate to the form screen
2. Click on Submit without entering "Reason for Refusal"
3. Validation message is shown (expected)
4. Now enter text in Reason for Refusal field
5. Observe behavior after typing the first character

Actual Result:

• Submit action is triggered automatically after entering one character
• User is unable to complete input properly

Expected Result:

• User should be able to enter full text in Reason for Refusal
• Submit button should only trigger on explicit click
• No auto-submit should happen on typing
