Location permission popup is being triggered every time a TB Screening related module is opened when device location is turned OFF, even though location is not required for this module as per functionality.

Steps to Reproduce:

1. Turn OFF device location (GPS).
2. Open the application.
3. Navigate to any TB Screening related module.
4. Observe the location permission popup.

Expected Result:

• Location permission popup should NOT appear if location is not required for the module.
• App should allow user to proceed without forcing location access.

Actual Result:

• Location permission popup appears every time when opening TB Screening modules if location is OFF.
• User is forced to interact with the popup unnecessarily.
