As per PRD requirements, fields in Section C – Government Schemes are marked as mandatory.

However, in the application:

• These fields are not enforced as mandatory.
• Users are able to proceed without selecting values for required questions.

Steps to Reproduce:

1. Navigate to Counselling → Section C (Government Schemes).
2. Do not select any options for:
   • Nikshay Poshan Yojana (NPY) eligibility explained
   • DOTS free treatment explained
3. Click on "Next".

Expected Result:

• System should show validation error messages.
• User should not be allowed to proceed without filling mandatory fields.

Actual Result:

• User is able to proceed without selecting any values.
• No validation message is displayed.
