Multiple issues observed related to geolocation capture:

1. Missing Geolocation for Family Members:
   If geolocation is not captured at the household level, there is no option to capture geolocation while adding/registering a family member. This creates an unnecessary dependency on household-level geolocation.
2. GPS Unavailable Option Not Editable in Edit Mode:
   In edit mode, the "GPS Unavailable" option/button is not editable. This prevents users from updating the GPS status and capturing geolocation later if it was missed initially.

Steps to Reproduce:

Issue 1:

1. Register a household without capturing geolocation.
2. Add/register a family member.
3. Observe geolocation capture option.

Issue 2:

1. Register a household or beneficiary without capturing geolocation.
2. Open the record in Edit mode.
3. Try to interact with "GPS Unavailable" option.
4. Attempt to capture/update geolocation.

Expected Result:

• System should allow geolocation capture at family member level independently.
• "GPS Unavailable" option should be editable in Edit mode.
• Users should be able to capture/update geolocation at any stage.

Actual Result:

• No option to capture geolocation for family members if not captured at household level.
• "GPS Unavailable" option is not editable in Edit mode.
• Users are unable to update or capture geolocation later.
