As per PRD requirements, the "Reason for refusal" field should be mandatory when the "Counselling completion status" is set to "Refused".
However, currently the system allows submission without entering any value in the "Reason for refusal" field even when "Refused" is selected. This violates the defined validation logic in the PRD.
Steps to Reproduce:
- Navigate to Counselling Module.
- Select "Counselling completion status" as "Refused".
- Leave the "Reason for refusal" field empty.
- Click on Submit.
Expected Result:
- The system should display a validation error.
- Submission should be blocked until "Reason for refusal" is entered.
Actual Result:
- Form gets submitted successfully without entering "Reason for refusal".
- No validation message is shown.
