Beneficiary is not moving to HWC card when filling abnormal normal without completing TB screening.

Steps to Reproduce:

1. Go to Examination forms.
2. Open general examination form.
3. Fill abnormal values in Pulse, SBP, DBP and RBS field and Submit.
4. Observe the HWC referral card.

Expected Result:

Beneficiary should be display in HWC card

Actual Result:

Beneficiary is not immediately moving to HWC card. It is only moving after completing TB Screening
