3. Select the value in drop down of the sputum sample submitted at

Expected Result:

The "Sputum Sample Submitted At" dropdown should be selectable and editable whenever applicable.

Actual Result:

When "Referred for Sputum Collection" = Yes, the "Sputum Sample Submitted At" dropdown is frozen and the user cannot select or change any value. When "Referred for Sputum Collection" = No, the dropdown works correctly and allows value selection.
