Migrating the CBAC API to HWC Web CBAC API

      To use common db table for CBAC, need to migrating the CBAC API to HWC Web CBAC API and support inter-operatable between FLW and HWC.

      Current state:
      1. Table: 'db_iemr_t_cbacdetails' is used in the entire AMRIT for saving the CBAC details (including HWC - Web, TM, MMU Applications)

      2. Two Tables: 'db_identity_i_cbacdetails' and 'db_identity_i_cbac_additional_details' are used in FLW and HWC Mobile App for saving the CBAC details
