Offline Capability feature to exchange data between Mobile devices in a closed environment in real-time without internet

Acceptance criteria:

1.  Establish direct communication channels with other devices without having to be connected to the Internet.
2. Enables seamless nearby interactions for sharing beneficiary details.
3. Data should get synced from registration till drug dispension where there is no internet.
