As a CHO, I want to document first aid measures for eye injuries and trigger referral alerts, so that patients needing specialist care are not missed.

- Fields dynamically enabled based on Injury Type selection.
- Referral alerts appear when:

- Next button is only enabled after mandatory fields are completed.
- Clicking Next navigates to Vitals and Prescription module.
