Description:
In the Malaria and Kala azar modules: When registering the first case, all four options appear in the Case Status dropdown if selected only “Suspected”, and when editing the second case, it should restrict to “Confirmed” / “Not Confirmed”. And Treatment Started” should be available only when Case Status is “Confirmed”, but currently all options show in the same dropdown.

Steps to Reproduce:

1. Go to the Malaria/Kala Azar module, Register a new case and Observe the Case Status dropdown 
2. If the First Case Status dropdown are selected only “Suspected”
3. Edit the entry or add a second case.
4. Observe the dropdown – it still shows all four options instead of restricting to “Confirmed”/“Not Confirmed”.
5. Check “Treatment Started” option → it is visible even when Case Status is not “Confirmed”

Expected Result:

• First entry → Select Case Status dropdown only “Suspected”.
• Subsequent entries → Case Status dropdown shows only “Confirmed” / “Not Confirmed”.
• “Treatment Started” option appears only when Case Status is “Confirmed”.

Actual Result:

• All four options appear in the dropdown for the second entries.
