Description:
In the Malaria module’s referral section, the “Referred To” dropdown does not contain the “None” option. 

Steps to Reproduce:

1. Log into the application and navigate to the Malaria module.

       2. Open a patient record or start a new registration.

       3. Locate the “Referred To” dropdown.

       4. Observe that the “None” option is missing from the list.

Expected Result:

• The “Referred To” dropdown should contain a “None” option for cases where no referral is required.

Actual Result:

• The dropdown list omits the “None” value, forcing users to select an irrelevant referral destination.
