Update the beneficiary creation and update flows to make the "Surname" field optional instead of mandatory.

Acceptance Criteria:

• The "Surname" field is optional when adding a new beneficiary.

• The "Surname" field is optional when editing an existing beneficiary.

• UI should not show a validation error if the "Surname" is left blank.
