Beneficiary records are not syncing in all the modules under the FLW application. Even after turning on mobile data/Wi-Fi and attempting manual sync, the records remain unsynced. 

Steps to Reproduce:

1. Register a new beneficiary or update existing beneficiary details in any module (e.g., Registration, EC, CBAC, ANC, PNC, Immunization, etc.).

1. Ensure mobile data/Wi-Fi is turned on.

1. Attempt to sync manually via the 'Manual Sync' option.

1. Observe that the records remain unsynced.

Expected Result:
Beneficiary records should sync successfully across all modules when internet is available or when manual sync is triggered.

Actual Result:
Records remain unsynced despite internet connectivity and manual sync attempts.
