Steps to Reproduce:

1. Navigate to the High Risk Assessment module.

1. Open a follow-up form for a pregnant or non-pregnant high-risk beneficiary.

1. Leave any mandatory field blank and try to submit.

1. Observe that fields are correctly highlighted in red.

1. Fill in all the highlighted mandatory fields.

1. Try to submit the form again.

1. Issue: Submission is still blocked despite all mandatory fields being completed.

Expected Behavior:
Once all mandatory fields are correctly filled in, the form should be submitted successfully without any further validation errors.

Actual Behavior:
Form submission is still blocked even after entering all the required information.
