When registering a beneficiary who is 15 years old, the system does not route them to either the Adolescent module or the Immunization module.

Steps to Reproduce:

1. Register a new beneficiary with age = 15 years.

1. Complete the registration process.

Expected Result:
The system should automatically direct the 15-year-old beneficiary to the appropriate module: Adolescent module, Immunization module 

Actual Result:
No redirection occurs.
