Resend OTP option not working for both Aadhaar-linked and non-Aadhaar-linked mobile numbers in ABHA generation

      Description:
      During the ABHA generation process, the Resend OTP option is not functioning for both Aadhaar-linked and non-Aadhaar-linked mobile numbers. Users are unable to receive a new OTP upon requesting a resend.

      Steps to Reproduce:

      1. Initiate ABHA generation using an Aadhaar-linked or non-Aadhaar-linked mobile number.
      2. Request an OTP and wait for its arrival.
      3. Click on the Resend OTP option if the OTP is not received or expired.
      4. Observe that no new OTP is received, and the resend option does not work.

      Expected Result:
      The Resend OTP option should generate and send a new OTP successfully for both Aadhaar-linked and non-Aadhaar-linked mobile numbers.

      Actual Result:
      The Resend OTP option is non-functional, preventing users from receiving a new OTP.
