Overview

Under "All Household," split the landing screen into two separate sections:

1. Household — move all existing Household functionality here as-is.
2. Non-Household (new) — for individuals who do not reside in a conventional household, including wanderers, homeless persons, hostel residents, and institutional residents.

Linking to a Household later

• The system must allow linking a Non-HH beneficiary to a Household at a later date, from the Beneficiary Card edit screen.
• On the Non-HH beneficiary card, provide a button with two options:
  • Link to an existing HH
  • Create a new HH
• Once linked/converted, the card moves out of the Non-HH list into the HH list (an "HH" button on the Non-HH card triggers this conversion).

Acceptance Criteria

• Beneficiary Card edit screen supports linking a Non-HH beneficiary to a HH at a later date
• Non-HH card has a button/option to (a) link to an existing HH or (b) create a new HH
• On successful HH link/creation, the beneficiary card moves from the Non-HH list to the HH list

Open questions for engineering/design review

• When linking a Non-HH beneficiary to an existing HH, does any data get merged/reconciled (e.g., address, place of current living) or does the beneficiary simply get associated with the HH ID?
• Does converting Non-HH → HH require re-entering/confirming any fields that differ between the two registration paths?
