FLW-777 documents the Mitanin app's original rule: "only ASHA Supervisor verification is required." That's no longer accurate once this Epic ships. Rather than editing FLW-777 directly, this ticket documents the new Mitanin-specific configuration so both states' rules stay correctly represented.

What changes for the Mitanin build

• Verification workflow: two-role Trainer + ANM model described in this Epic (FLW-1121), not single Supervisor-only verification.
• Cut-off dates: unchanged, Mitanin submission 1st-3rd, ANM due date by the 5th. New: Mitanin Trainer review window of 24 hours from submission, sitting inside the existing ANM cut-off.
• Supporting document verification and incentive amount calculation: still not applicable in the Mitanin app, unchanged from FLW-777.

What stays the same for Utprerona

• No change; FLW-777's existing Utprerona rules stand as documented.

Affected screens/modules: State/app-variant configuration service (add a role-model flag: Supervisor-only vs Trainer+ANM, alongside existing cut-off date fields). Cross-reference: FLW-777.
