In the NCD Eligible List module, the Year filters are not functioning as expected. Selecting a specific year does not filter the beneficiary records accordingly, making it difficult for users to retrieve year-specific data.

Steps to Reproduce:

1. Login to the application.
2. Navigate to the NCD Eligible List module.
3. Click on the Year filter.
4. Select any available year.
5. Apply the filter and observe the displayed records.

Actual Result:
The selected Year filter does not work, and the beneficiary list is not filtered based on the chosen year.

Expected Result:
The system should display only those beneficiary records that belong to the selected year.
