Create ABHA using Face authentication method

      As an ASHA, I should able to create beneficiary's ABHA number for using Face authentication method.
      So that using this method Mobile OTP is not required for Aadhaar authentication, since many of the beneficiaries don't Aadhaar linked mobile or carry mobile phone with them, in these cases this method is useful in creating the ABHA number.
