When a user registers a Household and marks a beneficiary as the Head of Family (HoF), the "Add Member" action is available on the Household card under All Household.

Currently, when the user clicks on "Add Member", the popup title is displayed as "Add HoF Member".

This is incorrect because the user is adding a new household member, not creating or adding a Head of Family.

Expected Behavior:

• When the user clicks "Add Member", the popup title should display "Add Member".

Steps to Reproduce

1. Navigate to All Household.
2. Search for and open a household (e.g., Amina Begum).
3. Click on Add Member on the household card.
4. Observe the popup title displayed.
