Description:
Multiple validation issues have been observed across ECT, PNC, and Delivery Outcome modules. When users select "Other" in specific dropdowns and a previous mandatory field is left blank, the corresponding text field becomes non-editable and does not accept values.

This issue is occurring in multiple forms and is affecting data entry.
