Description:
When a CBAC form is filled and the beneficiary is referred to HWC, the Referral Facility field is marked as mandatory in the HWC Referral Form. However, the form is getting submitted successfully even when the Referral Facility field is left blank.

Steps to Reproduce:

1. Login to the application.
2. Navigate to the NCD module.
3. Search and open a beneficiary record.
4. Fill and submit the CBAC form.
5. Proceed to the HWC Referral Form.
6. Leave the Referral Facility field blank.
7. Fill the remaining required fields.
8. Click Submit.
