Description: Multiple file are not attached in counselling category and subcategory in 1097 supervisor dashboard, if we have upload new file the old one is removed automatically.

Steps to Reproduce:
Open the application on a Chrome.
Navigate to the login page.
Enter valid username and password.
Click on the "Login" button.

Expected Result:
Agent should be able to see multiple file in CO screen.

Actual Result:
Agent should be able to see multiple files when uploaded multiple files.

Observed Environment : Pre-Production, Production
