Steps to Reproduce:

Navigate to the Pharmacist module.
Select a medicine to dispense.
Attempt to type under "Special Instructions."
Notice that the field is unresponsive and does not accept any input.
Expected Result: Users should be able to enter text freely in the "Special Instructions" field when dispensing medicines.

Actual Result: The "Special Instructions" field remains inactive and no text can be typed.
