Description:
The "Download Masters" button located below the login page, next to the "Forgot Password" option, is not functioning as expected. After clicking on the "Download Masters" button, the system redirects back to the login page, but no download occurs. This issue is consistent across both the Production and UAT environments.

Steps to Reproduce:

Go to the login page.
Click on the "Download Masters" button (located next to "Forgot Password").
Observe that the page reloads or redirects back to the login page, and no download happens.
Expected Result:
Clicking the "Download Masters" button should initiate the download of the masters.

Actual Result:
The page redirects back to the login page without downloading anything.
