Background The m_nikshay_state/district/tu/facility/village tables hold the location hierarchy used to match Stop TB beneficiaries to Nikshay (India's national TB program) for reporting via the Nikshay ID Generator bridge. These tables are currently loaded from an outdated source and are badly out of sync with Nikshay's actual official data.

Problem Comparing the live DB against Nikshay's own official location export ("original json") shows two issues per state:

1. Missing data — the large majority of correct village/facility/TU entries were never inserted (coverage ranges from 0.4% to 4.2% depending on the state)
2. Wrong mappings — a smaller number of villages already in the DB are attached to the wrong facility
