Description:
While conducting assessment surveys for non-communicable diseases (NCDs), the required activity details were entered/completed in the previous month. However, the corresponding incentive is being generated in the current month instead of the month in which the activity was actually completed.

Steps to Reproduce:

1. Open the NCD Assessment Survey module.
2. Complete the required assessment survey in the previous month.
3. Enter/save the required details.
4. Check the generated incentive in the Incentive module.
5. Verify the incentive month.

Actual Result:
The incentive is generated in the current month, even though the assessment survey was completed in the previous month.

Expected Result:
The incentive should be generated in the same month in which the assessment survey was actually completed.
