Description:
In the Delivery Outcome module, the incentive "Escorting for Institutional Delivery (Government Hospital)" is being generated even when the user selects Private Hospital as the place of delivery.

As per the business logic, this incentive should be generated only when the delivery is completed in a Government Hospital.

Maternal Health → Delivery Outcome

Steps to Reproduce:

1. Login to the FLW application.
2. Navigate to Maternal Health → Delivery Outcome.
3. Select an eligible beneficiary.
4. Set Place of Delivery as Private Hospital.
5. Complete and submit the Delivery Outcome form.
6. Check the generated incentives.

Actual Result:

• The incentive "Escorting for Institutional Delivery (Government Hospital)" is generated even when Private Hospital is selected.

Expected Result:

• The incentive should not be generated when Private Hospital is selected.
• The incentive "Escorting for Institutional Delivery (Government Hospital)" should be generated only when the Place of Delivery is Government Hospital, as per the defined business logic.
