      In Admin under work location when all Villages in a Block are selected unable to map location:

      Steps to Replicate issue:

      1. Create a new User
      2. Navigate to work location section
      3. select User, serviceline, Role and in location: select all Villages in a Block
      4. Submit
      5.  Now navigate to the work location list screen
      6. Found No Village is mapped
      7. and in the Mobile App, unable to login, getting village is missing

      Expected Behavior

      Admin should able to select all Villages in a Block and submit and User should be mapped to all Villages in a Block

      Actual Behavior:

      1. Found No Village is mapped
      2. In the Mobile App, unable to login, getting village is missing (Refer to attached screenshot)
